The horror of the 30 Years' War lingers on in the form of poverty and high unemployment, so a Mecklenburg paper maker, Hinrich Gultzau, seizes his chance in 1696. Paper was a precious commodity at the time and when, freshly arrived in Flensburg, he found a suitable plot of land for a paper mill, he succeeded in obtaining permission to build it, arguing that it would stimulate the economy. The foundation stone for the paper mill is laid.
